Well this itouch didn't come with a Itunes App Store. On the main screen, there is no app for the store where you download apps. Is there a method in order the download this icon on my itouch?

Only 2.0 or newer has the app store. version 3.1.2 is the newest as of 10/31/09.
You could always open iTunes with your iPod connected and see if there is an update for it.|||The App store should not be able to be removed. It's "baked in" to the iPod touch's software. To see what I mean, press and hold any app's icon until they begin to wiggle. A small "x" will appear by those that can be removed. Ones that have no "x" are not modifiable.
It sounds like you may have some corruption in your OS. You might want to restore you iPod. This will erase anything on it, so make sure you back it up before you do.
Connect your iPod to iTunes and when you are at the summary page, click the button to restore.
